It depends on your area of interest. This answer is focused on public policy and international relations. In any case, start early!
Many internships are announced online by the offering organization, especially those in government, NGOs, think tanks. There is a definite start date and a definite end date for your application. But don’t think of these as you did for college admissions, even if internships don’t describe themselves as having “rolling admissions,” many do, and the earlier in the stated interval that you apply, the better.
All announced internships are much sought after and the good ones are highly competitive, so don’t limit yourself to announced internships. Instead, do your own research to identify candidate organizations that don’t make any public announcement, and contact them directly. Like all job overtures, if you can connect directly with the person or group you would be working with, that is best. Even if they refer you to an HR department, no one can fault you for trying. Directness and initiative are desirable qualities, as long as you are respectful of the time of the person you are contacting.

I would say the best time would be the beginning of the fall semester, so around the beginning of September, through November. This is the time where previous summer internships have ended and now recruiters and managers are thinking about new people for the next summer, and it is before any major career fairs have started so you can apply first, and then meet with companies. Doing this also gives you a lot of time to prepare and can be advantageous as most people tend to wait until winter which in my opinion is too late.
