If you are under 18 years of age, then you cannot do an internship without being a student. If your parent/guardian is willing to take care of you and make sure that you get the proper education while doing the internship, then it would be fine.

I would expand my search in other directions. Are you in the US? Are you applying to jobs in medium-large cities? Do you send out resumes every day?
I’m in the US, Southern California. Most jobs near me are in Irvine, San Diego, or Los Angeles. I’ve applied to jobs at least 5 days a week, for the last 2 years, to any dev job that is not senior or full-stack level. I have a decent portfolio site with a matching resume. I also met with a few recruiters just to have some people in my court, but no results have come out of that. I’ve had fewer interviews than I can count on one hand, and those were really just failed phone screenings if I’m being real. I assure you I’m a pretty normal dude too.
Oddly enough I was offered a phone interview for an internship recently, which feels wrong as I’m not in school. It’s the only offer I have going for me at the moment, so I will probably go for it (if it pays).
